• Welcome to the message board of the City Council of Universal City. Section 551.006 of the Texas Gov’t Code allows communication or exchange of information between Councilmembers about business or public policy over which the Council has supervision or control if it does not constitute a meeting or deliberation. This communication must be in writing, posted to an online message board which is viewable and searchable by the public, and the communication is displayed in real time for no less than 30 days after the communication is posted. Only Universal City Councilmembers are allowed to post on this message board. Councilmembers shall not vote or take any action that is required to be taken at a meeting by posting on this message board. In no event shall a communication or posting to this message board be construed as an action of the City Council of Universal City.

Fellow Council Members,

Since 2021, there has been a change (2021) in how the FBI reports crime. Before 2021 FBI Uniform Crime Reporting (UCR) was principally with the Summary Reporting System (SRS) the change was to the National Incident-Based Reporting System (NIBRS). "Group A Offenses" for this reporting are defined in the attached.

The data provided in the attachment graphic for Universal City (2020-2024) Group A offenses (reports included) was obtained from the Chief (provided July 2025). Updated information from January to November 2025 was available through searches of reporting sites, with comparisons made to surrounding communities.

The Cost of Crime table was built from models from the Department of Justice (DOJ) and the National Bureau of Economic Research (NBER). -(table source Gemini). It includes cost estimates for medical costs, victim lost wages, mental health care, and the public expense of police investigation and prosecution and for property crimes: covers the actual value of stolen goods, property damage, and the administrative costs of insurance processing and police response.

Also included are comparisons of crime rates and median income.
