• Welcome to the message board of the City Council of Universal City. Section 551.006 of the Texas Gov’t Code allows communication or exchange of information between Councilmembers about business or public policy over which the Council has supervision or control if it does not constitute a meeting or deliberation. This communication must be in writing, posted to an online message board which is viewable and searchable by the public, and the communication is displayed in real time for no less than 30 days after the communication is posted. Only Universal City Councilmembers are allowed to post on this message board. Councilmembers shall not vote or take any action that is required to be taken at a meeting by posting on this message board. In no event shall a communication or posting to this message board be construed as an action of the City Council of Universal City.

Process Improvement - fiduciary responsibilities

  • I feel Mr. Cassata did an excellent job of providing information regarding the future potential value of 966-02025-4. That said, it is within the Council's right as trustees and fiduciaries of public funds to ascertain the magnitude of existing and additional future projected public fund commitments for project completions. This information is particularly important if it is not explicitly provided in the staff briefing or part of the documentation provided within the agenda package for informed decision-making. It is realized that members of Council, who have served for many years or on EDC, may already have knowledge of these data. Projects of the magnitude discussed require many years to execute, and the composition of Councils changes on an annual basis. This would suggest that the presentation of past and future anticipated project costs is appropriate for transparency by Council and for our residents. In the case of last night's presentation, it was stated that initial design miscommunications regarding project power requirements between CPS and the Developer ultimately resulted in an EDC request for assistance. It is my understanding from Mr. Cassata's presentation that no additional financial commitment has been made by our City or the EDC for this project.
  • Furthermore, given that this is a multiyear project and with the approval for EDC expenditure for providing power, it would have been useful to provide Council with an update on the final project design and estimated construction start and completion dates. Perhaps that could be a process improvement in future staff presentations.
