• Welcome to the message board of the City Council of Universal City. Section 551.006 of the Texas Gov’t Code allows communication or exchange of information between Councilmembers about business or public policy over which the Council has supervision or control if it does not constitute a meeting or deliberation. Mental Health

Fellow Councilmembers,

It has been reported that mental health issues affect 1 in 5 in the US. We have heard a prior report that a significant number of calls for mental health officers in our community are for the elderly. Indeed, this last year has shown a tragic loss of life. Tonight we are asked to "Approve the budget transfer during the FY 2026 budget process of the remaining $173k to the General Fund for expenditures related to the mental health officers’ salaries."

Because of the magnitude of this problem and that a first responder may need to deal with a mental health issue at any time, I am asking that we consider investing in mental health training programs for more of our first responders (police, fire, and EMS). Please also be aware of our Fire Department's request for a fire fighting vehicle in the next Fiscal Year in ADDITION to the programmed purchase of two fire trucks.

For the above post reference: Section 221.11 - Mental Health Officer Proficiency defines personnel requirements. Attached below is a course outline. Currently, the course is 24 hrs and requires 40 hr course in crisis intervention (CIT) and 8 hrs of de-escalation training. The latter 2 are now part of most academy programs. The City manager has also provided a copy of the job description should that discussion be necessary.

Update: The following information was provided by the City Manager regarding codes and staffing on the Mental Health Report.

1) Report codes: CAA: Cleared Adult Arrest; CLO: Closed; ACT: active.
2) Staffing: All officers have mental health training. Four (4) PD and one (1) FD have advanced mental health training.
3) Shift staffing for advanced trained mental health officers: FD 1 daytime hours, and PD at least one per shift.

I am hoping Council will be provided with the 2024 mental health report before budget season. I am confident we share the view that this is an important issue to track.
