• Welcome to the message board of the City Council of Universal City. Section 551.006 of the Texas Gov’t Code allows communication or exchange of information between Councilmembers about business or public policy over which the Council has supervision or control if it does not constitute a meeting or deliberation. This communication must be in writing, posted to an online message board which is viewable and searchable by the public, and the communication is displayed in real time for no less than 30 days after the communication is posted. Only Universal City Councilmembers are allowed to post on this message board. Councilmembers shall not vote or take any action that is required to be taken at a meeting by posting on this message board. In no event shall a communication or posting to this message board be construed as an action of the City Council of Universal City.

City Council Fund Expenditures (as of report dates)

Fellow Council Members,

The City Council Expense account is part of the General Fund (Fund-01 City Council - 5109). This is the first year for this fund category. Previously, it was an expense under General Fund Admin. It was budgeted for $35,000. Details of fund expenses have not been previously reported. See attached fund balances reported as of 3/15 and line-item expenses listed separately in the Excel spreadsheet (line item expenses).

For the transparency of the Council, I request consideration that all line-item expenses be reported quarterly and posted on the transparency page of our City's website.

I am always in favor of more transparency and have no problem with your request to share. This message board is also a good location to share information you find that you think is important for people to know. So, if the City does not want to post it, you can post it for them here.

I think a larger conversation on transparency is warranted for the council to come up with a list of what they think would be good to post as a default that staff can follow. It seems we started down a good path on the website but are not quite meeting the comptroller's transparency stars program.
