Tonight, we consider bids for the 2025 Alley Rehabilitation Project. Please be reminded that the C5 alleyway is within the Aviation district and has never been paved (except for the small area immediately behind the Itachi Teppanyaki restaurant). Therefore, the statement of rehabilitation of "existing Commercial and Residential Paved alleys" is not quite factually true. I have previously requested that this C5 project be considered for funding from the EDC, since by charter, they are authorized for expenditures for "infrastructural upgrades and replacements in commercial areas." It is important that the complementary funding from the EDC be optimized to reduce the necessity for expending general funds on EDC development projects.
Below is just one example of the conditions of alleyways that the City is responsible for maintaining for residents with only alleyway access for parking.
